Defra’s Natural Environment Discussion Paper

The LES Partnership provided a response to Defra’s Discussion Paper on the Natural Environment, to feed into a forthcoming White Paper. The Paper raises questions around Localism and the ‘Big Society’, in relation to environmental protection. The Partnership made the following recommendations to Government:
- Support evidence-based assessment
- Consider incremental (or cumulative) impacts
- Retain the local air quality management regime, and refine it, to ensure strong support for action to reduce emissions
- Support the creation and development of local level partnerships, which provide a means for local authorities to pool resources and to collaborate on environmental outcomes
- Ensure that cross-boundary issues are addressed, when realigning responsibilities between Central and Local Government. Consider whether environmental issues represent a special case for the maintenance of centralised support and delivery mechanisms
- Support the use of Planning Obligations and the Community Infrastructure Levy to secure transport emission reductions
