Communities and Local Government (CLG) consultation: Planning Policy Statement Eco-Towns

eco townsCLG are consulting on proposals for a new Planning Policy Statement for Eco-towns. The intention of the document is to ‘precisely define[s] what constitutes an eco-town; what environmental, social, and economic standards these developments should achieve; and how eco-towns relate to the planning system’.

The LES Partnership has a keen interest in the document. We welcome the opportunity to comment on the draft, but our initial analysis raises concern over its weak treatment of transport emissions and for the lack of support it provides for LES.

We would like to see stronger emphasis on co-management of air quality and climate change and adoption of a zero carbon standard, which takes transport emissions into account. Most importantly any new PPS must recognise the importance of going beyond simple ‘trip management’ by demanding both the assessment and reduction of residual transport emissions as well. LES are a key enabling mechanism and should receive explicit policy recognition and support.
