Joint RTPI and LES Workshop in North West Region

A free to attend workshop jointly hosted by the Royal Town Planning Institute (RTPI) and Low Emission Strategies (LES) will be held on 4th November between 9.30am – 1.30pm at Eversheds, Manchester. It aims to support local authorities to lower harmful emissions during new developments.

The workshop will give planners and other developmental professionals the tools to facilitate low carbon and low emission developments in their local authorities. It aims to support local authorities to put in place measures to bring down transport-related emissions from new developments using the planning system.

The workshop, which is the first of a series of workshops, will highlight a number of case studies where work is being developed and delivered through Supplementary Planning Documents (SPDs) and other measures to mitigate emissions and deliver cleaner air. An SPD will help mitigate the transport impacts on new developments, building on existing LES guidance.  The SPD should set out what an authority’s objectives are towards delivering cleaner air and what it will seek to secure from new developments to improve air quality.

Sefton Borough Council will be profiled as developing a Low Emissions Strategy covering development-associated emissions. Planning decisions can significantly affect air quality, therefore criteria is being drawn up to identify when an air quality assessment will be necessary, what will be required from an air quality assessment and how the significance of any effects will be assessed.

Speakers include Steve Merryfield from Low Emissions Partnership, Andrew Whittles from Cenex and Tanya Murat from Greenwich Council. Steve Merryfield will provide the background to LES Guidance and will highlight a number of best practice case studies, including the Greenwich Peninsula. Andrew Whittles will answer delegate’s questions. Tanya Murat will highlight planning policy and provide examples of local authorities already using this.
