
The LES Partnership is working with TTR, CERC and RPS Planning to develop a ‘Low Emission Toolkit’. The first version is due to be completed by September 2010 and will be free to Local Authorities.
It will include a guide to low emission vehicle technologies and a tool for Fleet Managers to assess the costs and benefits of low emission vehicles. Plus, a really innovative component will allow planners and environment officers to assess the total transport emissions (air quality and carbon) resulting from a new development, and then to calculate the emission reductions and costs of various low emission strategies.
Paul Cartmell, of Wigan Council thinks a resource like this has been long time coming: "Emission mitigation assessment is so often an unimpressive feature of assessment reports. Rarely do reports come to grips with the effect of mitigation and assessors are left in the difficult position of having to advise what is best, what should be accepted and what is enough. The Tool is set to provide needed help and discipline."
