Partnership Board

The work programme is overseen by a Partnership Board which includes representatives from participating local authorities:

Chair: John Paterson (Greenwich)
Deputy Chair: Gary Mahoney (Sefton)
Board Members: Simon Newcombe (Mid Devon), Jon Tubby (Leeds), Val Beale (Hillingdon), Paul Cartmell (Wigan), Liz Bates (York), Nigel Jenkins (Lewes)
Board Observers: Robert Vaughan (Defra)

Programme Management is provided on a contract basis by Rob Pilling and Katherine Stanger of Green Sphere Ltd.


Phase I Peer Group

Phase I of the programme (2008-9) established ‘peer group’ projects to share best practice in low emission strategies across 15 local authorities:

City of London, Lewes District Council, South Cambridgeshire District Council, Mid Devon District Council, Oxford City Council, Sheffield City Council, Sefton Council, Tunbridge Wells Borough Council, Wigan Council, Leeds City Council, Maidstone Borough Council, London Borough of Wandsworth, London Borough of Greenwich, Leicester City Council, Croydon Council


Phase II Regional Groups

In Phase II of the programme (2009-11), local authorities submitted bids to join the LES Partnership’s Regional Groups Initiative. Three Regional Groups were established to support adoption of low emission strategies:

Sussex: Sussex-Air, Lewes District Council, Eastbourne Borough Council, Chichester District Council, East Sussex County Council, West Sussex County Council, Hastings Borough Council, Brighton and Hove City Council, Worthing Borough Council, Adur District Council, Environmental Protection UK, Climate South East.

Liverpool City Region: Sefton Metropolitan Borough Council, Liverpool City Council, Knowsley Metropolitan Borough Council, St Helens Metropolitan Borough Council, Wirral Metropolitan Borough Council, Halton Borough Council, Merseytravel.

Leeds City Region: City of York Council, Leeds City Council, Institute of Transport Studies (University of Leeds), West Yorkshire Transport Emissions Group, City Car Club, Metro/Integrated Transport Authority, First West Yorkshire Ltd., Stockholm Environment Institute, J Sainsbury, Whites Biogas Ltd., Harrogate Borough Council, Yorkshire Forward Regional Development Agency / CO2sense, Barnsley Metropolitan Borough Council.
