Current Work Programme

Aims

Our current work programme, the ‘Low Emission Partnership Air Quality Action Plan’, runs through 2013-15. It aims to deliver and evidence significant emission reductions from local transport.

We will work with and support local authorities to develop and implement local air quality action plans and low emission measures. This includes:

  • Cost effective scoping of options for integrated air quality action – enabling consideration of a broad range of options, meaningful early stage engagement with stake holders, setting of high level objectives and identification of integrated packages of action capable of achieving them.
  • Planning agreements that support low emission development by reducing transport emissions.
  • Fleet management plans, licensing controls and procurement criteria, which accelerate fleet uptake of low emission technologies and increase low emission fleet management and driver training practices
  • Giving access to and supporting use of practical methods and tools for quantifying impacts, justifying individual measures and supporting negotiation of agreements, alongside progress on establishing assurance and certification mechanisms for low emission developments.

The programme has set itself challenging emissions reduction objectives and is trialling quantified monitoring and reporting of progress against these.


Work Plan

Core Work

Working with local authorities to develop low emission based approaches, including:

  • Support implementation of planning and fleet measures through provision of shared technical resource, a series of regional workshops, free national access to basic technical support
  • Supporting option scoping, target setting and action planning in three pilot areas to establish tools / templates for replication across the country
  • Documenting good practice and innovation in design, development, management and delivery of air quality action plans
  • Development of methodologies for estimating benefits using bulk emission approaches

Low Emission Research Project

Defra funded research project to explore ‘strengthened, streamlined and cost effective local air quality action’. Including a review report, a series of LES research seminars, development of LES management guidance and links with existing LES tools and resources.

Low Emission Hub

Development of the ‘Low Emission Hub’, an online ‘case studies database’ for LES interventions and impacts.

Low Emission Research Project

Enhancements and Extensions to the Low Emission Toolkit, Guidance and Approach.

  • Strategic Emissions Assessment - Method, Checklist and Template
  • Low Emission Measures – Fleet/Planning Measures supported by LET/LESP
  • Upgraded Low Emission Toolkit with enhanced user guide/support materials
  • Low Emission Hub, including integration and management plan Research Report, AQ Management Guide and Tools
